TOKYO, Japan - File photo shows renegade Philippine governor Nur Misuari, who was arrested Nov. 24 for illegally entering Malaysian waters in an attempt to seek asylum in the country. Misuari, the founder of the Moro National Liberation Front, had been wanted by the Philippine government for allegedly ordering attacks on police and military installations that killed more than 100 people.
